When the first two cards form a pair, a table may let the player split them into two separate hands by placing an additional stake. The rules can restrict which pairs may be split again or how an Ace split is played.
A double-down typically adds a stake equal to the original and deals one more card, after which the hand stands. Some tables restrict the situations where a double is allowed. The decision changes the amount at risk, so it should not be made under time pressure.
A strategy recommendation can change with the dealer rule, number of decks and split restrictions. Read the table’s help panel. Do not split or double simply because the current hand feels due for a win; these options do not control the next card.
